Robert Davis

Director of Engineering

Robert Davis is CLA SITE’s Chief Project Engineer with 38 years of experience as a licensed professional engineer. Bob designs and oversees construction of all types and sizes of CLA SITE’s private and municipal water/wastewater projects. His experience includes 32 years of environmental and construction engineering work for the United States Environmental Protection Agency and the New York State Department of Environmental Conservation and Environmental Facilities Corporation. Mr. Davis managed the Clean Water State Revolving Loan Program which provided funding to municipalities for projects ranging from small sewer projects to large wastewater treatment plants throughout New York State.

Designs, Supervises, and Oversees construction and permitting of all private and municipal water/wastewater projects throughout New York State.

NYS Environmental Facilities Corporation

Director of Engineering and Program Management (1995-1997)
Managed statewide Clean Water State Revolving Fund program (CWSRF) for projects ranging from small sewer plants to large treatment plants, including review, approval and inspection of projects, coordination with DEC and EPA and coordination with municipalities and their consultants. Also managed engineering aspects of New York City Watershed wastewater treatment plant upgrade program.

Deputy Director of Engineering and Program Management (1991-1995)
Responsible for start-up and direction of CWSRF program, development of policies to guide implementation of the program and coordination of CWSRF activities and regulatory approvals with NYSDEC and other funding agencies.

NYS Department of Environmental Conservation – Division of Construction Management-Construction Grants Program

Principal Sanitary Construction Engineer(1991-1995)
Directed a task force responsible for implementation of CWSRF program, provided technical assistance for program’s start-up activities, provided technical support for CWSRF Operating Agreement, handled negotiations with USEPA and managed Upstate Projects Bureau.
