Senior Civil Engineer
Harold Berger is our Senior Civil Engineer with over 40 years of experience as a licensed professional engineer. Harold has extensive water/wastewater infrastructure design and permitting experience on a wide variety of municipal and private development projects.
His practical, yet innovative and cost effective approach to solving infrastructure challenges has been the key to a long list of successful projects ranging from single family and mixed-use subdivisions to complex commercial and industrial facilities. Harold is unsurpassed in the field of water supply, treatment, distribution and storage and sewage/solid waste collection, treatment and management.

Water Commissioner of the Town of Waterford, NY
General Manager (1977-1999)
Served as GM for a three million gallons per day, complete treatment ,surface water plant including all planning, administrative, managerial and engineering related matters of day-to-day operation of this treatment, distribution and storage facility. This facility provides public water to the towns of Waterford and Halfmoon and the Village of Waterford.

Public Health Engineer (1969-1977)
Served as assistant sanitary engineer in the Central and Glens Falls District Office. Responsibilities included facilities evaluations, sanitary code revisions, inspections and plan review of residential subdivisions, commercial projects, water and sewage system reviews, failed system investigations, and municipal water plant inspection and evaluation.
